习近平总书记强调,新冠肺炎疫情防控是对我国国家治理体系和治理能力的一次大考,要放眼长远,总结经验教训,加快补齐治理体系的短板和弱项。客观上看,疫情背景下城乡基层面临着治理环境"复杂化"、治理体系"碎片化"、治理技术"浅层化"的冲击和挑战,应朝向协同多元主体、优化治理机制、改进治理方式以及创新技术工具等目标,从加强党建引领治理全局、完善体系规范治理秩序、强化技术提升治理效能、夯实基础保障治理可续等方面入手,切实提升我国城乡基层治理能力,加快推进基层治理现代化进程。

General Secretary Xi Jinping emphasized that the prevention and control of the COVID-19 is a major examination of China’s governance system and governance capability.It is necessary to take a long-term view,sum up experience and lessons,and speed up to fill the shortcomings and weaknesses of the governance system.Objectively speaking,under the background of the epidemic disease,the urban and rural grassroots are facing the impact and challenges of the complicated governance environment,fragmented governance system,shallow governance technology.Towards the objectives of cooperating multiple main parts,optimizing governance mechanisms,improving governance methods,innovating technical tools,starting from strengthening Party building to lead the overall governance,perfecting the system to regulate order of governance,strengthening technology and improve governance efficiency,consolidating foundation to ensure sustainable governance,to effectively improve China’s urban and rural grassroots governance capability and accelerate the progress of grassroots governance modernization.
