New Ideas for Russian Foreign Policy

俄罗斯高等经济大学的这份报告(得到了俄外交部和国家杜马的支持)认为,当代世界政治的主旋律是建立新的秩序。在此过程中,渐行渐远的不仅是"单极"或者"两极"时代,还有西方近几百年来在军事、经济、政治、意识形态和文化领域的主导地位。新冠疫情和随之而来的经济危机,并未改变国际关系的基本发展态势,而是像催化剂一样激化了既有矛盾,加快了世界范围内各种力量的重新分配。该报告认为,近年来俄罗斯在外交和国防领域取得了重大成就和胜利,但是需要更为充分地加以表达和阐释,同时有必要拓展新的外交政策方向并为其提供思想保障。俄罗斯外交政策新思想的核心内容:一是维护和平;二是支持各国自主选择发展模式;三是共同保护自然环境,加强人文合作,应对包括流行病在内的新的全球性挑战。

The report of the Russian Higher University of Economics(supported by the Russian Ministry of Foreign Affairs and the State Duma)believes that the main theme of contemporary world politics is to establish a new order.In this process,it is not only the"unipolar"or"bipolar"era but also the West’s dominant position in military,economic,political,ideological,and cultural fields in the past few hundred years that is drifting away.The COVID-19 pandemic and the ensuing economic crisis have not changed the basic development trend of international relations,but instead have intensified existing contradictions like a catalyst and accelerated the redistribution of various forces worldwide.According to the report,in recent years Russia has achieved major achievements and victories in foreign affairs and national defense.Nevertheless,they need to be fully expressed and explained.Meanwhile,it is imperative to expand new foreign policy horizons and provide corresponding ideological guarantees.The core content of the new Russian foreign policy thinking is first to maintain peace;second to support countries to independently choose their own development models;third to jointly protect natural environment,to strengthen cultural cooperation,and to respond to new global challenges including epidemics.
