Turning Crisis into Opportunities in New Urbanization:Thinking in the Time of COVID-19

中国城镇化进程受到国家意志的影响而主动调节,是扩大内需的强大动力,也是国家应对风险和危机的强大政策工具。面对新冠肺炎疫情的巨大挑战,中国新型城镇化战略能否开启新的“化危为机”,直接关系着中国城市发展的前途。后疫情时代的中国城镇化虽然仍具有拉动内需、带动经济发展的作用,但不能简单重复扩大投资的历史经验,而需要在疫情倒逼下加快相关领域的改革与创新,在发挥城市的保障性作用、改善城市空间质量、创新要素市场化配置方式、推进城市共建共治共享等方面取得新的突破。

China’s urbanization process is actively regulated by the state.Urbanization strategy is not only the driving force to expand domestic demand,but also a powerful policy tool for the country to deal with risks and crises.Facing the major risk of COVID-19,whether China’s“New-type Urbanization”strategy can open a new“Turning Crisis into Opportunities”,is directly related to the future of China’s urban development.Although China’s urbanization in the post COVID-19 era still plays a role in stimulating domestic demand,it can’t simply repeat the historical experience of expanding investment.Urbanization strategy needs to speed up the reform and innovation in relevant fields under the pressure of the epidemic,including strengthening social security in cities,improving the quality of urban space,innovating the market-oriented allocation of elements and establishing a urban governance model based on collaboration,participation and common interests.
