文化赋能是围绕提升人的文化素养,通过价值观念、知识方法、制度安排、社会舆论和生活经验等方面,给予社会个体生存和发展能力的过程。文化赋能对于城市发展的作用集中体现在精神引领、资本再造、人才育成、文明进阶四大方面,成为城市可持续发展的能量所聚与能力所在。从促进文化生命体的繁育出发,实现城市自然生态、生产方式、历史文脉与人的生活追求的有机融合,推动城市文化的继承、融入、创新、传播,成为文化赋能城市实践的有效路径。建设创意城市需要在认知理念、人文价值、生活方式、地域文明四个方面树立自觉意识,强化建构思维,将可持续发展的目标融入城市文化精神。

Cultural empowerment is the process of giving individuals the ability to live and develop via values,methods of acquiring knowledge,arrangements,public opinion and life experience around the promotion of people’s cultural literacy.The role of cultural empowerment for urban development is reflected in the four major aspects that is spiritual guidance,capital recreation,talent cultivation,and civilization improvement.It has become the energy gathering and existence of urban sustainable development.Starting from the promotion of the reproduction of living lives,make an organic integration of urban natural ecology,production methods,history and life pursuits then these enhance the inheritance,integration,innovation and dissemination of urban culture which become an effective path for cities’cultural empowerment.To build a creative city,it is necessary to establish a conscious awareness in the four aspects of cognition,value,lifestyle,and civilization in order to strengthen constructive thinking,and integrate the goal of sustainable development into the urban cultural spirit.
