黔西南州实施新市民计划的现实考量

On the Realities of Implementing New Citizen Plan in Qianxinan Prefecture

易地扶贫搬迁是脱贫攻坚“五个一批”的基本路径之一。要实现易地扶贫搬迁“搬得出、稳得住、快融入、能致富”目标,必须认真思考和谋划易地扶贫搬迁后续扶持工作。黔西南州新市民计划在全国易地扶贫搬迁后续扶持工作中具有典型意义,值得研究。围绕新市民计划实施的现实考量和基本内容展开调查分析研究,得出几点结论:在实施新市民计划、推进“五个体系”建设中,一定要立足于易地扶贫搬迁的现实考量,努力实现搬迁群众可持续发展,着力于重构文化体系、加快社区融入;促进生计再造,培育发展动力;加强组织建设,提高治理水平,不断完善政策措施,做好易地扶贫搬迁“后半篇”文章。

Relocating the poor is one of the basic ways of poverty reduction.In order to realize the goal of"moving out,staying steady,integrating quickly and becoming rich",we must seriously plan the follow-up support work of the relocation.The new citizen plan of Qianxinan prefecture has a typical significance in the follow-up support work of national poverty reduction by relocating the poor,which is worth studying.This article,based on the investigation of the content and implementation of the New Citizens Plan,concludes that the implementation of the New Citizen Plan and the Promotion of the Construction of"Five Systems",must be based on the reality of the change of poverty reduction and relocation to move the poor to realize the sustainable development,focus on reconstructing culture system,speed up the community inclusion;The second-half jobs of the relocation are to promote the reconstruction of livelihood,foster the driving force for development,strengthen organizational construction,improve governance,and constantly improve policies and measures.
