机构改革背景下我国档案部门参与非遗保护的问题及对策

Problems and Countermeasures of Archive Department's Participation in Intangible Cultural Heritage Protection under the Background of Institutional Reform

通过调研非遗领域法律规章及非遗保护工作联席会议制度,发现档案部门参与非遗保护主要存在缺乏非遗主管部门明确的政策支持及档案行政机关被动缺位的问题。本文针对这两个问题,结合档案机构改革背景,提出总结实践经验,制定标准规范;转变思维方式,积极主动介入;加强资源建设,夯实资源基础;发挥专业优势,做好服务工作的对策建议。

By investigating the existing laws and regulations in the field of intangible cultural heritage and the joint meeting system of intangible cultural heritage protection,it is found that the main problems of Archives departments'participation in intangible cultural heritage protection are lack of policy support from the competent authorities and passive absence of Archives administrative organs.Aiming at these two problems and considering the background of the current reform of Archives institutions,this paper puts forward some countermeasures and suggestions from the four dimensions of system and concept,resources and management:Summarizing practical experience and formulating standards and specifications;changing the way of thinking and actively intervening;strengthening the construction of resources and consolidating the resource base;giving full play to professional advantages and doing a good job in service.
