局馆分设后,地方同级档案局和综合档案馆拥有了彼此独立的法人身份和清晰明确的法定责任。档案行政管理部门成为单一的档案行政管理者,综合档案馆成为档案行政相对人,两者是管理与被管理的关系。各自应当依法履行职能和独立承担法律责任,这既是局馆分设后地方同级档案局和综合档案馆彼此之间应当明确的边界,也是处理相互之间关系应当把握的原则。
