高校应对新冠肺炎疫情档案的收集与管理策略研究

新冠肺炎疫情的突然暴发对高校档案工作造成不小困难,针对人员紧张,电子文件陡增,文件收集管理困难,无法提供常规档案利用等问题,本文提出了高校构建疫情防控档案管理网络,明确归档范围及要点,优化档案利用方式等措施。进而,介绍了针对突发公共卫生事件的判断滞后性与档案管理需提前介入的矛盾,及时研究突发事件档案形成的规律和特点,科学决策、化解矛盾,建立应急服务机制,充分挖掘档案价值等经验。

The outbreak of COVID-19 epidemic pneumonia has caused some difficulties to the Archives work in Colleges and universities.Aiming at the problems of the Archives work in the universities,such as the staffs shortage,the booming electronic documents,the difficulty in collecting and managing documents,the failure to provide files as usual,it is proposed to build a network for Archives management,find out the key points of archival filing,and change the ways of Archives utilization.The lag of event judgment and the contradiction of file management need to be involved in advance,timely study the rules and characteristics of the formation of such event files,make scientific decision,resolve the contradiction,establish emergency service mechanism,fully tap the experience of file value,etc.At present,some achievements have been made,which can be used for reference.
