2020年强农惠农政策的认识与启示

Understanding and Enlightenment of Supporting Policies for Agriculture in 2020

在经历新冠肺炎疫情带来的严峻考验,面临国内外复杂环境的新形势下,农业农村部和财政部联合发布2020年重点强农惠农政策,从国家层面传递出诸多新信息。本文从政策出台的意义和突出特点角度,对新出台的强农惠农政策进行梳理分析,得出明确科研主攻方向、发展乡村产业集群和打造乡村振兴齐鲁样板三点启示,以期为农业转型升级提供借鉴。

China is facing a complicated situation at home and abroad,having experienced the severe test brought by the epidemic COVIN-19.Under the circumstances,the Ministry of Agriculture and Rural Affairs and the Ministry of Finance jointly issued the 2020 key policies of strengthening and benefiting agriculture,which transmitting many new messages from the national level.In the paper,we analyzed the newly-issued agricultural policies from the significance and prominent characteristics,and summarized three inspirations:making clear the direction of scientific research,developing rural industrial clusters and creating the model of rural revitalization of Qilu.It could provide some references for the agricultural transformation and upgrading.
