The Policy Impact of China’s Local Industry Associations:Analysis Based on the Structure,Resource and Behavior Dimension

政策影响力是衡量新时代中国地方行业协会政策参与能力和效果的重要指标。近年来,国家政策的支持为行业协会参与政策创造了条件,同时也加大了协会之间政策影响力水平的差距。本文以中国省级行业协会为研究对象,立足于组织层面的结构、资源、行为分析要素,依次从决策权共享、专业化知识和政社制度化互动行为三个维度剖析其对行业协会政策参与效果的影响,运用问卷调查和定量方法对研究假设进行实证检验,进一步探讨中国地方行业协会参与公共政策的过程和机理。

The policy impact is an important indicator of the capacity and effectiveness of policy participation of China’s local industry associations in the new era.In recent years,the support of national policies has created conditions for industry associations to participate in policies,and has also widened the gap in the level of policy impacts among associations.This article takes China’s provincial-level industry associations as the research object,and based on the analysis elements of structure,resource and behavior at the organizational level,which analyzes the impact on the policy participation effect of industry associations from three dimensions of sharing decision-making power,specialized knowledge,and state-society institutionalized interaction.Questionnaires and quantitative methods are used to conduct empirical tests on the research hypotheses,aiming to further explore the process and mechanism of China’s local industry associations’participation in public policy.
