The Drawbacks and Evasion of Network Information Disclosure in Emergency Management

信息公开是应急管理有效进行的基础,在互联网时代,网络平台成为了信息公开的有效途径,政府利用网络平台第一时间发布突发事件发展和处理情况,并了解社会反馈信息,及时遏制谣言,维护社会稳定。但是,由于互联网的特殊性质,网络信息的公开也存在政府行动迟缓的假象,及虚假信息泛滥和信息获取不对称等弊端,政府在利用网络平台公开信息的过程中要规避互联网的缺陷,充分发挥其优势,实现以网络平台为关键技术支撑的应急管理模式。

Information disclosure is the basis of effective emergency management,in the Internet age,the network platform becomes the effective way of information disclosure.Goverment uses the network platform at the first time to release the development of emergency situation,to understand the social feedback,to stop rumors timely,and maintain social stability.However,due to the special nature of the Internet,network information public has the illusion of government’s beslowinmovement,the flooding of false information,and the asymmetrical access to information.In the process of using network platform to public information,government should avoid the defects of the Internet,and give full play to its advantages,to achieve the network platform as the key technology support of emergency management mode.
