产业兴旺能力评价指标体系构建

Research on Evaluation Index System of Industrial Prosperity Ability

产业兴旺是乡村振兴战略最为现实的调整和反映,构建科学的产业兴旺能力评价体系,对各地区产业的长远发展具有重要的指导意义。该研究在产业兴旺内涵的基础上,基于生产能力、产业链延伸能力、科技创新能力、多功能性、市场竞争能力5个维度初步构建产业兴旺能力指标体系。运用层次分析法计算各指标权重,由此分析各子系统与整体产业兴旺能力的关联程度。结果表明:各子系统与整体产业兴旺能力的关联程度表现为产业链延伸能力>生产能力>科技创新能力>市场竞争水平>多功能性;在指标层中农产品加工业产值占比居于主导,其次为年储存保鲜与加工处理能力、R&D经费支出占比、农产品加工业附加值率、农业劳动生产率等。因此,产业兴旺应着重提升生产效率、扩展与二三产业的融合度、增强产业竞争力、重视科技创新,以期实现真正意义上的产业兴旺。

Industrial prosperity is the most realistic adjustment and reflection of rural revitalization strategy.To build a scientific evaluation system of industrial prosperity ability has important guiding significance for the long-term development of industries in various regions.On the basis of studying the connotation of industrial prosperity,this study initially constructed an index system of industrial prosperity based on five dimensions of production capacity,industrial chain extension capacity,scientific and technological innovation capacity,versatility and market competitiveness.The analytic hierarchy process was used to calculate the weight of each index.The results showed that the correlation degree between each subsystem and the prosperity ability of the whole industry was manifested as the extension ability of industrial chain>production ability>scientific and technological innovation ability>market competition level>versatility.In the index layer,the output value of agricultural products processing industry occupies the leading position,followed by the annual storage and processing capacity,the proportion of R&D expenditure,the added value rate of agricultural products processing industry,agricultural labor productivity and so on.Therefore,industrial prosperity should focus on improving production efficiency,expanding the degree of integration with secondary and tertiary industries,enhancing industrial competitiveness,and attaching importance to scientific and technological innovation,so as to achieve real industrial prosperity.
