少数民族公共文化产品供给的“PPP 模式”及其构建

摘要 PPP(Public Private Partnership,简称PPP)是政府与私人组织等社会力量合作提供公共产品和服务的新兴模式,这种模式可以缓解政府的财政压力,提高公共产品的供给质量和效率。我国少数民族分布广阔,居住分散,文化差异较大,公共文化产品供给的难度较大,成本较高。由于自然、人文等多重因素影响,应该转变政府单一供给的传统模式,构建政府、民间文艺团体、家庭文艺户、乡土文艺精英等多元主体协同供给的PPP模式。 Public Private Partnership is a new mode for the government to provide public goods cooperating with the private and other social forces, which can relieve the financial pressure of the government and improve the quality and efficiency of public goods supply. China's ethnic minori ties have a wide geographical distribution, scattered population, huge cultural differences, so the supply of public cultural products is very difficult and costly. Considering the multiple influences of natural and human factors, we should change the traditional supply mode to the PPP mode that is coordinated by the government, folk literary and art groups, family literary and art households, local literary and art elites,etc.
