东北振兴政策变迁过程及影响因素研究——以多源流理论为视角

Study on the Changing Process and Influencing Factors of the Revitalization of Northeast China Policy: From the Perspective of Multiple Stream Theory

多源流理论为分析东北振兴政策变迁提供了视角,基于政策文本词频分析和共词聚类分析法,研究不同时期东北振兴政策内容,运用多源流理论探讨政策变迁的影响因素。研究发现,东北振兴政策的变迁是基于三条源流的变化产生的:东北振兴问题源流、东北振兴政策源流和东北振兴政治源流。通过分析三条源流的变化,得出影响东北振兴政策变迁的因素,以期对今后东北振兴政策的制定做出有益探索。

The multiple stream theory provides a perspective for the analysis of the policy changes of revitalization of northeast China.Based on the word frequency analysis of policy texts and co-word clustering analysis,this paper studies the contents of northeast China revitalization policies in different periods,using the multiple stream theory to discuss the influencing factors of policy changes.The study found that the changes in the Northeast Revitalization policies are based on the changes of the three streams:the Northeast Revitalization problem stream,the Northeast Revitalization policy stream,and the Northeast Revitalization political stream.By analyzing the three streams,the factors affecting the Northeast Revitalization policy change are derived,with a view make beneficial explorations for the establishment of Northeast Revitalization policies in the future.
