区域公共管理的概念辨析

作为顺应时代发展的产物,区域公共管理对于促进区域经济、环境、社会等方面的发展具有重要的作用。辨析与明确区域公共管理这一概念的内涵,对于理顺区域内政府间关系、完善区域公共管理体制、增强区域竞争力、促进区域可持续发展有着重要意义。结合当前时代发展与社会变革的背景,梳理国内学术界关于区域公共管理的定义阐述,从区域公共管理的管理主体、管理手段、管理目标、价值追求四个角度对区域公共管理的本质特征进行分析,并以此为核心对区域公共管理的概念进行界定,对区域公共管理与其他相关概念的联系与区别展开辨析。

As a result of the social of development,regional public management plays an important role in promoting the development of regional economy,environment and society.Differentiating and clarifying the connotation of the concept of regional public management,which is of great significance to straighten out the relationship between regional governments,improve the regional public management system,improve regional competitiveness and promote regional sustainable development.Combining the background of the current era development and social transformation,this paper analyzes the essential characteristics of regional public management from some perspectives,including the body of management,the instrument of management,the target of management and the value pursuit.With this as the core,the concept of regional public management is defined,and the connection and distinction between regional public management and other related concepts are distinguished.
