“The Combination of Governance from Three Aspects”Rural Governance System:Mode Debugging and Development Path

习近平总书记在党的十九大报告中指出:“健全自治、法治、德治相结合的乡村治理体系。”在这一体系中自治发挥核心作用,法治发挥保障作用,德治发挥辅助作用,三者有机结合构成了乡村治理体系的优化升级。在实践中,乡村治理模式供给要与乡村类型需求相匹配,以常态和强化为划分维度,乡村治理模式有四种;以经济发展水平和社会关系状况为划分维度,中国乡村可划分为四种类型,不同类型乡村有不同的治理模式需求。根据不同类型乡村的特点进行治理模式调试,精神层面,培育公共精神,提升村民政治参与积极性;物质层面,凝聚共同利益,化解分歧、平息纠纷;制度层面,强化制度供给,构建乡村治理框架。

General Secretary Xi pointed out in the report of the 19th National Congress of the Communist Party of China:"it is necessary to improve the rural governance system combining autonomy,rule of law and rule of virtue."In this system,autonomy plays a core role,the rule of law plays a supporting role,and the rule of virtue plays an auxiliary role.The organic combination of the three constitutes the optimization and upgrading of rural governance system.In practice,the supply of rural governance models should match the needs of rural types,there are four types of rural governance models based on the dimensions of normality and reinforcement;China's rural areas can be divided into four types according to the level of economic development and social relations,and different types of villages have different demands for governance models.According to the characteristics of different types of rural governance mode debugging,spiritual level,cultivate public spirit,enhance the enthusiasm of villagers'political participation;material level,condense common interests to resolve differences and settle disputes;system level,strengthen system supply,and build rural governance framework.
