党内法规是中国特色社会主义法治体系的重要组成部分,坚持和完善中国特色社会主义法治体系是坚持和完善中国特色社会主义制度的重要内容。在全面推进依法治国和依规治党有机统一的大背景下,厘清党内法规的属性、内涵及功能,有助于更好发挥中国特色社会主义的制度优势,提升政党治理现代化水平。
