Review of the Selection of Individual Responsibility in Poverty Alleviation From the Perspective of the Community of Shared Future for Mankind

人类命运共同体视野下,研究团队为了配合政府、企业打赢西北欠发达区域脱贫攻坚战,也希望能与更多的学者、有兴趣于此的人士切磋学习,在马克思伦理观、科学发展理论指导下,运用主成分分析法、层次分析法(AHP)、模糊综合评价等方法,着重从环境因素、执行机构、可行性政策、目标群体中的个体层面剖析政策执行中存在的个体责任缺失带来的贫困问题。以个体精神脱贫责任对公共目标(脱贫攻坚)的履行绩效评价模型设计为动力原点,揭示个体责任及集体绩效评价模型设计对脱贫攻坚的应然旨归,研究其具体的责任心理、行为模式,挖掘贫困责任与个体责任的痛点问题。在文献查阅和调研中,发现个体责任的精神脱贫是目前很大的瓶颈,亟待解决,这也是核心问题。对此,将国内外相关文献做梳理,为后续研究做铺垫。

The perspective of human destiny community, in order to cooperate with the government, the enterprises win the northwest underdeveloped areas out of poverty to be completed, also hope more scholars and professionals who are interested in this study, exhibit in theory under the guidance of Marxist ethics, scientific development, the research team makes use of the principal component analysis(PCA), analytic hierarchy process(AHP) and fuzzy comprehensive evaluation methods, emphatically from environmental factors, the executing agency, feasibility policy, target groups that exist in the individual stratification analysis policy implementation in the poverty of the problems of lack of individual responsibility. Poverty in the spirit of individual responsibility for public purpose(poverty crucial) performance evaluation model for the implementation of the design for power origin are studied to reveal individual responsibility and the collective design performance evaluation model for the crucial ought to be out of poverty orientation. Their specific responsibility psychology, behavior patterns, mining the pain points of poor responsibility and individual responsibility are studied as well. Through literature review and research, the team gradually found that the spiritual poverty alleviation of individual responsibility was a great bottleneck at present, which needed to be solved urgently, and was considered as the core problem. In this regard, the results of the relevant literature at home and abroad should be sorted out, paving the road for subsequent research.
