我国创业型大学发展分析——基于多源流理论的分析框架

On the development of entrepreneurial universities in China:An analysis based on the Theory of Multiple Streams

知识经济背景下大学作为知识产出的高地,须对知识经济的到来做出回应。创业型大学作为知识产出与经济发展有机契合的载体,扮演着全新的时代角色。文章基于多源流理论分析框架,认为当前创业型大学的发展面临着职能转变和学术资本转化的“问题源流”;创新理念与高等教育融合的“政策源流”以及顺应时代需求下放大学自主权的“政治源流”。三条源流在特定历史阶段得以汇聚,清晰地展示了当前创业型大学发展的现实样态,由此开启了创业型大学建设的“改革之窗”,并肩负起大学职能与国家产业结构转型升级紧密结合的历史使命。

Universities as a highland of knowledge output must respond to knowledge economy.Entrepreneurial universities as a vehicle for organic connection between knowledge output and economic development plays a brand new role in this era.Based on the analytical framework of the Theory of Multiple Streams,this paper holds the idea that the current development of entrepreneurial universities faces the“Problem Stream”of change of function and conversion of academic capital;the“Policy Stream”of the integration between innovative spirit and higher education,and the“Political Stream”of the decentralization of university autonomy in accordance with the requirement of the time.The three streams converge at a specific historical stage,clearly demonstrating the realistic environment of the current entrepreneurial university development,opening the reform window of entrepreneurial university construction,and shouldering the historical mission of the tight bond between university functions and the transformation and upgrade of the national industrial structure.
