In order to further advance the supply-side structural reform of tobacco leaves in the tobacco-growing areas of western Henan Province,the paper combined the status of tobacco leaves production in Luoyang, took the market as the guide, focused on improving quality and increasing efficiency,and focused on solving the three major tasks. The paper analyzed the important significance of the supply-side structural reform of tobacco leaves, and put forth the development thinking of advancing the supply-side structural reform of tobacco leaves, so as to enhance the adaptability and flexibility of the supply structure of tobacco leaves to the changes in demand, continuously improve the market competitiveness of Luoyang tobacco leaves, improve the supply capacity of effective raw materials, expand the market channels and use of tobacco leaves, and ensure the healthy and stable development of Luoyang tobacco leaves.
