新时代防震减灾事业人才队伍建设工作在人才队伍结构、人才发展环境、政策体系建设、人才服务改革创新方面面临新形势和新问题。建议“十四五”时期地震人才队伍建设围绕防灾减灾战略定位,发展好适应引领新常态、打造高精尖经济结构、服务防灾减灾协同发展的地震特色产业人才队伍。进一步优化地震人才发展环境,搭建人才成长平台,提升政府人才公共服务效能。瞄准人才一体化、人才法治化和人才强业,全方位完善人才政策体系,综合释放政策聚才效能。打造“一基金一平台两环境”的人才服务体系,全面提升防震减灾事业人才发展服务水平。

In the new era,the construction of the talent team for earthquake prevention and disaster reduction faces new situations and new problems in terms of talent team structure,talent development environment,policy system construction and talent service reform/innovation.It suggests that we should focus on the strategic positioning of disaster prevention and reduction in the construction of the earthquake talent team in the period of the“14th Five-Year Plan”,and construct a talent team with earthquake industry characteristics that can adapt to and lead the new normal,build a high-grade,precise and advanced economic structure,and serve the coordinated development of disaster prevention and reduction;that we should further optimize the environment for the development of earthquake talents,build the platform for the growth of talents,and enhance the effectiveness of government public services for talents;that we should aim at the integration of talents,the legalization of talents,and strengthening the industry by talents,improve the talent policy system in an all-round way,and make full use of the policy to gather talents;and that we should establish a talent service system of“one fund,one platform,two environments”to comprehensively improve the service level of talent development for earthquake prevention and disaster reduction.
