摘要
2020年以来我国天气气候形势异常复杂,全国平均降水量较常年同期偏多,强降雨时空集中、局地极端性强,多个流域洪水并发重发,超警河流数量多、洪水量级大,多地发生严重洪涝灾害,防汛形势十分严峻。简要分析了2020年以来全国雨水情特点,介绍了水文监测预报预警措施及其在防御洪水中发挥的重要作用,总结了我国水文监测预报预警技术研究与实践进展,阐述了新形势下洪水预测预报面临的问题和挑战,提出了今后发展方向和亟须加强的几项重点工作。
Since 2020,the climate situation in our country is complicated,the national average rainfall is more than the same period in recent years,the heavy rainfall is time-space concentrated and has partial extremity,the floods appear together and repeatedly,there are many rivers pass alert level and flood disasters appear in many areas.Above all,we are facing to a sever flood prevention situation.This article briefly analyzed the national rain traits since 2020,introduced the measures of hydrological forecasting and the effects on flood prevention,summarized the progress and technical research of hydrological telemetry measures,stated the issues and challenges that we face in flood forecasting under new situation and raised development direction in the future and several key works need to be reinforced.
