Recommendations and suggestions for systematic governance of the Yellow River Basin

本文从黄河治理的复杂性入手,在梳理总结流域用水状况和当前面临的主要生态环境问题等基础上,以黄河水沙关系为切入点,全面阐述了水沙变化对黄河流域生态保护和高质量发展的系统性、全局性影响,深入分析了当前和今后需要妥善处理的几个重大关系,并从做好顶层设计、创新管理方式、完善制度体系等方面提出了黄河流域系统治理的对策建议。

Focusing on relationship between water and sediment,comprehensive assessments are conducted to evaluate systematic and overall impacts of water and sediment changes on ecological protection and high-quality development of the Yellow River Basin,with consideration of complexity in the governance of the Yellow River as well as water use situation and major environmental challenges.Based on in-depth analysis of key relationships that need to be properly handled at present and in future,measures and suggestions are put forward from the aspects of top-level design,innovation of management mode and perfection of regulation system.
