贸易平衡、财政赤字与国内大循环经济发展战略

Trade Balance,Fiscal Deficit and Domestic Circular Economic Development Strategy

贸易平衡是认识“国内大循环为主体、国内国际双循环相互促进的新发展格局”的基本出发点。与人们的直觉相反,贸易平衡或略有逆差的发展模式不仅比贸易顺差能够创造更多的就业机会、增加更多的国民收入,而且也可以解决中国贸易顺差时代的国内通货膨胀问题。在从国际大循环向国内大循环的战略大转型中,财政赤字发挥着关键性作用,它不仅可以使过剩产品的价值在国内得到实现,而且还会将其转变为强大的生产力,实现充分就业与物价稳定的双重政策目标,极大促进国内经济的繁荣并持续提高人民的生活水平。为了确保主权政府赤字开支的财政能力、解放财政生产力、发挥其作为国内大循环新引擎的巨大作用,中国必须保障财政主权即基础货币发行垄断权的完整性,建立起人民币基础货币发行的新机制。

Trade balance is the basic starting point for recognizing“a new development pattern that is dominated by domestic great circulation while mutually promoted by double circulation between the domestic and overseas”.Contrary to people s intuition,a developing model of trade balance or small deficit can not only create more jobs and increase more national income than that of trade surplus,but also solve the domestic inflation problem in the era of China s trade surplus.Fiscal deficit plays a key role during the strategic transformation from the international circulation to the domestic circulation.It can not only realize the value of surplus products in the country,but also transform it into strong productivity to achieve the policy goals of full employment and price stability at the same time,which will greatly promote the prosperity of the domestic economy and continuously improve people s living standards.In order to ensure the fiscal capacity of the sovereign government s deficit spending,liberate financial productivity,and play its tremendous role as a new engine of domestic circulation,China must guarantee its integrity of fiscal sovereignty,that is,the monopoly of base money issuance,establish a new mechanism for the RMB basic currency issuance.
