安徽省村级集体经济可持续发展评价研究

Research on Sustainable Development Evaluation of Village-level Collective Economy in Anhui Province

当前振兴乡村、重塑和构建新型村级集体经济是发展农村经济和调整农业结构的重要举措。运用层次分析法,构建村级集体经济可持续发展指标体系,对安徽省村级集体经济可持续发展进行评价。通过确定各级指标权重、可持续发展指数和等级,发现:安徽省村级集体经济可持续发展处于中等水平;其基础保障和产业发展水平中等,内生动力和科技发展水平较低;农村科技发展相对滞后,创新驱动发展较慢。为此从加大农业科技投入力度、提升发展内生动力、拓宽产业发展路径、深化制度改革等方面提出了安徽省村级集体经济可持续发展对策。

At present,it is an important measure to develop rural economy and adjust agricultural structure to revitalize rural remolding and build a new type of village-level collective economy.This study tries to use the analytic hierarchy process to construct the index system of sustainable development of village-level collective economy and evaluate it in Anhui province.By determining the index weight of each level,sustainable development index and grade,it finds that the sustainable development index of village-level collective economy in Anhui Province is at the medium level.Among which the level of basic guarantee and industrial development is medium,while the level of endogenous power and scientific and technological development is low;Rural science and technology development is relatively backward,innovation-driven development is slow.The countermeasures of sustainable development of village-level collective economy in Anhui Province are put forward from the aspects of increasing input in agricultural science and technology,enhancing endogenous driving force,broadening industrial development path and deepening institutional reform.
