摘要
英国“多中心”的、强调自治的科研诚信治理体系包含四类治理主体:议会、资助机构、科研机构和非营利性慈善机构。《维护科研诚信协约》是英国科研诚信领域的基本框架协议,2019年版本更加重视承诺、问责,以加强协约的执行力度。建议在我国科研诚信体系建设中,落实科研机构的法人主体责任,增加科研诚信透明度,重视科研诚信文化环境建设。
Research Integrity(RI)governance system of UK is polycentric,oriented by autonomy,participated by Parliament,founders,research institutions and non-profit charity bodies.The Concordat to Support Research Integrity is the primary framework agreement in this field.Its new edition(2019)put new focus on the element of commitment and accountability to ensure adherence to the concordat requirements.It is suggested to fulfill the legal person's responsibility,increase the transparency of RI,and take the cultural environment of RI into great significance in the construction of China RI system.
