摘要 本轮电改全面推动了以省为实体的电力市场建设,然而随着市场的不断发展,亟待推动跨区跨省电力市场建设,以实现更大范围的资源优化配置,促进我国的电力市场的高质量发展。为此,文章分析了我国当前以省为实体的电力市场体系在市场力、交易壁垒、新能源消纳难等方面存在的主要问题;从协同交易、交易选择权、价值分配、信息披露等角度,提出了推进跨区跨省电力市场建设的主要途径与方法;设计了考虑输电成本参与市场出清、配额制等因素的跨区跨省的交易品种;从市场交易组织、交易区域、合约交割、市场监督、信用体系等方面,提出了推进跨区跨省电力市场建设的政策建议。 The electricity reform has comprehensively promoted the construction of provincial power markets. With the continuous development of such markets, it is urgent to push the construction of the inter-regional and inter-provincial power markets in order to achieve a larger scope of resource optimal allocation and enhance the high-quality development of power markets. To this end, the paper first analyzes the main problems in China’s current provincial power market system in its market power, trading barriers, renewable energy curtailments, and terms the like. From the perspectives of synergistic trading, trading options, value distribution and information disclosure, the main methods to push the construction of inter-regional and inter-provincial power markets are then proposed. Third, the paper designs inter-regional and inter-provincial trading varieties that consider transmission costs, renewable portfolio standards, and other factors. Finally, the suggestions for policy-making are put forwardon trading organization, trading areas, contract settlement, market supervision, credit system and other aspects.
