京津冀地区城镇化与资源环境协调发展研究 被引量:18

Coordinated development of urbanization,resources and environment in Beijing-Tianjin-Hebei region

摘要 京津冀地区城镇化推进与资源环境协调发展是区域可持续发展的关键。在分别构建京津冀地区城镇化与资源环境系统综合评价指标体系的基础上,对二者的时空特征及影响因素进行分析评价;从协调发展角度将城镇化和资源环境系统作为一个整体,运用耦合协调模型对其协调发展水平进行测度。研究结果表明:(1)京津冀地区城镇化水平总体上呈现上升趋势,北京市城镇化发展水平高于河北省与天津市。(2)区域环境子系统的排序为天津>北京>河北,而区域资源的排序则为河北>北京>天津。(3)区域城镇化与资源环境系统的整体协调水平呈逐年上升趋势,北京与河北的整体协调水平高于天津市。其中,北京市与河北省在2012-2015年均达到中级协调状态,而天津市整体上处在勉强协调状态。文章在最后提出了促进地区城镇化与资源环境协调发展的对策建议。 Based on the comprehensive evaluation index system of urbanization and resource-environment system in Beijing-Tianjin-Hebei region, the spatial-temporal characteristics and influencing factors were analyzed and evaluated. The urbanization and resource-environment system were considered as one from the perspective of coordinated development. Overall, a coordinated model was used to measure the level of coordinated development. The results of the study show that:(1) The level of urbanization in the Beijing-Tianjin-Hebei area showed an overall upward trend, and the level of urbanization in Beijing was higher than that in Hebei and Tianjin.(2) The ranking of regional environmental subsystems was Tianjin> Beijing> Hebei, and the ranking of regional resources was Hebei> Beijing> Tianjin.(3) The overall level of coordination between regional urbanization and resource and environmental systems was increasing year by year, while the overall level of Beijing and Hebei Province was higher than that of Tianjin. Among them, Beijing and Hebei provinces reached intermediate coordination status from 2012 to 2015. Tianjin, on the whole, was in a barely coordinated state. At the end of the article, the suggestions for promoting the coordinated development of regional urbanization and resource and environment were proposed.
