精准扶贫背景下贫困山区农户生计恢复力研究——以河南秦巴山片区为例

Rural households’ livelihood resilience in poor mountainous areas under the background of targeted poverty alleviation:A case study of Qinba mountain areas in Henan province

将恢复力理论框架引入贫困山区农户生计研究中,基于缓冲能力、自组织能力、学习能力三个维度构建农户生计恢复力评价指标体系,以河南秦巴山片区为例,从农户感知角度对农户生计恢复力水平进行评价,并厘清其关键影响因素。结果表明:河南秦巴山片区农户生计恢复力总体处于较高水平,区域差异显著;学习能力对农户生计恢复力的影响最为显著,是提升农户生计恢复力的主导力量;扶贫政策匹配度、技能培训机会、基础设施便利性等8项指标是影响农户生计恢复力的关键因素。

With the application of resilience theory and analysis of the concept of rural households’ livelihood resilience, we established an evaluation index system from three dimensions of buffering capacity, self-organization capacity and learning capacity. Taking Qinba mountain areas in Henan province for example, we assessed rural households’ livelihood resilience from the perspective of households’ perception, and then, identified the key factors that influenced rural households’ livelihood resilience. The results are shown as follows: 1) The overall livelihood resilience of rural households in Qinba mountain areas in Henan province is at a high level, with significant regional differences. 2) From the perspective of criterion level, learning capacity has the most significant impact on rural households’ livelihood resilience. 3) Eight indexes, such as matching degree of poverty alleviation policy, opportunities for skills training, infrastructure convenience, and so on, are the main factors affecting rural households’ livelihood resilience.
