摘要
创新驱动发展的作用机制与效果具有复杂性,对区域环境具有依赖性。本文基于Malmquist指数分析2000-2017年全国289个城市创新驱动发展水平,并分析区域环境因子对全国和不同类型区域创新驱动发展的影响。研究发现:(1)我国创新驱动发展效果逐渐显现,近年来科技创新的贡献越来越强;(2)基础设施、科技投入、经济基础、制度环境等地方性区域环境因子对创新驱动发展具有积极因素,而人力资本、开放环境等流动性较强和外部因子影响相对较弱或者不显著,创新驱动发展主要受地方性区域环境而非外部因素的影响;(3)区域环境因子对不同类型区域的创新驱动发展影响存在异质性,异质性区域需要关注本地的关键影响因子。本文启示归于推动创新驱动发展的关键在于营造有利于创新的地方性区域环境。
The mechanism and effects of innovation-driven development are complex and dependent on the regional environment.Based on the Malmquist,this paper analyzes the level of innovation-driven development in 289 cities across the country from 2000 to 2017,and analyzes the impact of regional environmental factors on innovation-driven development across the country and different types of regions.The results are as following:(1)China’s innovation-driven development effect is gradually emerging.In recent years,the contribution of scientific and technological innovation has become stronger than before;(2)Infrastructure,technology investment,and economic foundation Local environmental factors such as the environment and institutional environment have positive factors for innovation-driven development.While such external environmental factors with strong liquidity as human capital,open environment and so on is relatively weak or not significant.Influenced by external factors;(3)Regional environmental factors have heterogeneity in the impact of innovation-driven development in different types of regions.Heterogeneous areas need to focus on local key impact factors.The enlightenment of this paper is that the key to promoting innovation-driven development is to create a local regional environment that is conducive to innovation.
