利益相关者视角下的现代大学共同治理机制探析

Collaborative Governance Mechanism of Modern University in Stakeholder’s Perspective

治理机制是大学制度赖以有效运行和更好地发挥作用所必须遵循的原则和规范。共同治理机制是现代大学典型组织特征的必然要求。我国大学外部治理关系问题表现在政府与大学关系的管控—依附性、治理结构的封闭—内控性上;内部治理关系问题表现在决策机制的集权性、行政管理权力泛化、学术民主管理机制不健全等方面。大学共同治理机制的形成有赖于大学形式法人地位的确立和实体法人地位的实现,利益相关者委员会的建立是重要保障,落实基层学术单位的自主权是必然要求。

Governance mechanism is an important factor to ensure effective operation of a university system. Collaborative governance mechanism is a necessary requirement of the typical organization characteristics of the modern university. The problems existing in the external governance are the control-dependent relationship between government and university, close-internal control in governance structure. The problems existing in internal governance are centralized decision-making mechanism, generalization of administrative management power and imperfect academic democratic management mechanism. The acquisition of substantive legal person status, establishment of stakeholder committee and implementation of autonomy for grassroots academic units are necessary steps and measures to establish collaborative governance mechanism.
