Inspirations from the Practices of Digital Document for Multimodal Transportation in Europe

多式联运作为综合运输体系的重要组成部分,其运输单证电子化对于提高运输效率、降低成本、节能环保具有重要作用。从欧洲多式联运发展出发,探讨欧洲主要多式联运运输单证电子化实践,总结欧洲多式联运运输单证电子化经验,即数据共享、提升效率,标准先行、试点推进,加强合作、促进接轨。提出促进我国多式联运运输单证电子化发展的建议,即不断完善多式联运运输单证电子化发展,加快推进以铁路为主的多式联运运输单证电子化建设,增强政府、企业及平台间合作交流水平。

As an essential part of the comprehensive transportation system,the digitalization of the multimodal transport document plays a significant role in improving transport efficiency,reducing cost,saving energy,and environmental protection.Starting from the development of multimodal transport in Europe,this paper discusses the digitalization practice of major multimodal transportation documents in Europe.It sums up some experiences as follows:data sharing,improving efficiency,standards first,demonstration project,strengthening cooperation and promoting integration.It also puts forward suggestions to promote intermodal transport documents digitalization in China,namely,perfecting intermodal transport document digitalization development,accelerating the intermodal transport documents digitalization construction mainly based on the railway,strengthening the cooperation and communication among authorities,enterprises,and the platform.
