近年来,教育外交在俄罗斯的中亚战略中发挥着十分重要的作用。俄罗斯出于外交政策战略方向调整、应对中亚地区文化安全挑战以及重塑高等教育强国需要等动因,将教育外交作为对中亚国家公共外交的主要工具。通过加强高校招生能力建设、将留学生占比作为高校评估的重要指标、大幅提高政府奖学金名额以及积极构建多层次多领域的教育合作等措施,俄罗斯高校在中亚国家的招生能力整体大大加强,留学生数量逐年稳步增长,教育合作进展顺利。中亚国家已成为俄罗斯高等教育最大最密切的跨境市场。

In recent years,the education diplomacy has played a very important role in Russia's Central Asian strategy.Out of the need to adjust its strategic direction of the foreign policy,Russia has used its education diplomacy as the main tool for public diplomacy in Central Asia in order to respond to the cultural security challenges in Central Asia and reshape its power of higher education.By strengthening the capacity of college enrollment,taking the proportion of international students as an important indicator for university evaluation,greatly increasing the number of government scholarships and actively building multi-level and multi-field education cooperation,Russian universities have greatly enhanced its enrollment capacity in Central Asia:the number of international students has been growing steadily year by year and education cooperation has been moving forward smoothly.Central Asian countries have become the largest and closest market for Russian higher education.
