公立与民营医院构建医联体内医务人员对双向转诊认知情况的调查与分析

An investigation and analysis on the cognition of two⁃way referral by physicians from the medical association composed of public and private hospitals

以宿迁市第一人民医院医联体为例,通过问卷调查,分析公立医院与民营医院构建的医联体内双向转诊运行情况和医师对双向转诊的认知情况,并对医联体内管理人员进行访谈。结果发现,公立医院和民营医院组建的医联体内存在双向转诊宣传力度较小、医疗机构对双向转诊认识有偏颇、双向转诊执行力度有限、医联体运行机制不够健全等问题。建议加大双向转诊宣传力度、明确双向转诊标准、完善医联体运行机制和推进医联体深入发展。

Taking the medical association of the Suqian First People’s Hospital as an example,the paper investigated and analyzed the operation situation of two⁃way referral and the cognition of medical staff on two⁃way referral in the medical association constructed by public and private hospitals through a questionnaire survey.Meanwhile,in⁃depth interviews were conducted within hospital managers.It is found that there are some problems in the medical association established by public hospitals and private hospitals,such as the weak publicity of two⁃way referral,the biased understanding of two⁃way referral by medical institutions,the limited implementation of two⁃way referral,and the imperfect operation mechanism of medical consortium.It is suggested to strengthen the publicity of two⁃way referrals,clarify the standards of two⁃way referrals,improve the operation mechanism of medical association,and promote the in⁃depth development of medical association.
