从封闭到开放:强制隔离戒毒与社区康复无缝衔接制度建设

《禁毒法》下的四种戒毒措施并行,但现行的戒毒制度之中存在相对割裂的状态,强制隔离戒毒措施具有较强的封闭性和隔离性,而社区康复具有较强的开放性和社会性,从强制隔离戒毒到社区康复,由于环境的变化,从封闭走向开放,会发生戒断效果断崖式返回及复吸率上升的问题,为此提出梯度融合和无缝衔接的构想,在强制隔离戒毒所内建立社区,在社区内建立"小强制隔离所"实行从封闭空间到开放空间的良好过渡与无缝衔接,在两种不同的戒毒措施内部进行制度构建,一方面增加强制隔离戒毒制度的社会性,另一方面增强社区康复的隔离性,找到两者之间的平衡点,然后在水平层面进行强制隔离戒毒制度和社区康复的真正意义上的无缝衔接。

Therefore, this paper proposes the concept of gradient fusion and seamless connection. Establish a community within the compulsory isolation detoxification center, and establish a "small compulsory isolation center" within the community to implement a good transition and seamless connection from closed space to open space, and establish a system within two different detoxification measures, that is to increase mandatory isolation The social nature of the drug rehabilitation system, on the other hand, enhances the isolation of community rehabilitation, finds the balance between the two, and then at the horizontal level, the seamless connection between the forced isolation drug rehabilitation system and the real sense of community rehabilitation.
