Building and Application of Responsibility System for Safe Production of Shendong Coal Group Corporation

为解决安全生产责任传导、落实不力的问题,神东煤炭公司坚持以习近平总书记关于生产系列的重要论述和讲话精神为指导思想,将《中共中央国务院关于推进安全生产领域改革发展的意见》和《国务院安委会办公室关于全面加强企业全员安全生产责任制工作的通知》作为纲领性文件,按照"明责、知责、履责、问责"的要求,在厘清各层级安全生产责任,健全安全责任清单、严格过程考核、严肃责任追究等方面建立起了有效的责任落实机制;健全了责任全涵盖、管理全方位、监管全过程的安全生产责任;健全完善了安全生产责任落实的监督考核及责任追究机制,通过安全生产责任体系的运行,目前已取得阶段性成果,为公司创建世界一流煤炭企业提供了可靠的安全保障。

To address poor communication and enforcement of responsibilities for safe production,Shendong Coal Group Corporation,adhering to important instructions and speech spirits on production series of General Secretary Xi Jinping as guidelines,treating Opinions of CPC Central Committee and the State Council on Pushing for Development of Reforming in Safe Production and Notification of the Office of Commission for Safe Production of the State Council on Fully Strengthening Enterprise All-employee Responsibility System for Safe Production as programmatic document,and observing to the"understand,be aware of and perform responsibilities, and hold accountable" requirement, has set up an effective responsibility implementation mechanism that works well by defining responsibilities for safe production at all levels,improving the safetyrelated responsibility checklist,assessing the processes stringently and making serious responsibility investigation etc.,and improved the responsibilities for safe production with full coverage with responsibilities,all-direction management and all-process supervision;strengthened and improve the supervision/assessment/accountability mechanisms to implement the responsibilities for safe production,and succeeded in the current stage by running the responsibility system for safe production,giving reliable safeguards to build the Corporation into a world-class coal company.
