基于空气质量自动监测的社会化运维管理模式研究——以山西省为例

Research on Socialized Operation and Maintenance Models based on Autonomous Air Monitoring System in Shanxi Province

在国内环境空气自动监测网络监测事权向国家及省级环保部门集中的情况下,社会化运维应运而生,如何做好社会化运维管理、科学有效评估社会化运维公司运维效果,对于充分利用市场成熟丰富的监测运维资源,获得优质监测数据、缓解环保部门人力资源紧张局面有着极其重要的意义,以山西省省级城市站社会化运维管理及绩效考核体系为例,从管理模式、运维质量管理体系、考核方法及绩效评估体系等方面进行了探讨。

Under the condition that the monitoring power of domestic environmental air automatic monitoring network is concentrated to the national and provincial environmental protection departments,it's of great importance to maintain socialized and scientific operation and maintenance in order to ensure the authenticity,accuracy and effectiveness of environmental air quality monitoring data.This paper takes the socialized operation and maintenance management and performance appraisal system of Shanxi Provincial Urban Station as an example,from the management mode,operation and maintenance quality management system.The evaluation method and performance evaluation system are discussed.
