Structural Analysis and Optimization Suggestions for the Third-party Assessment System of Social Organizations

社会组织第三方评估是评价社会组织运行状况和运行绩效的有效手段。我国社会组织第三方评估体系的构成要素包括评估环境、评估主体、评估对象、评估方法、评估指标体系和评估管理信息系统。这些因素从不同层面影响着评估体系的运行,形成了我国社会组织第三方评估体系的独特性。该文依据当前我国社会组织第三方评估的特点,对社会组织第三方评估体系进行结构解析,指出我国社会组织第三方评估的条件及面临的问题,并就如何进一步优化该评估体系提出政策建议。

The third-party assessment of social organizations is an effective mean to evaluate the operating status and performance of social organizations. The constituent elements of the third-party assessment system of social organizations in China include the assessment environment,the assessment subject,the assessment object,the assessment method,the assessment index system,and the assessment management information system.These factors affect the operation of the assessment system from different levels,forming the uniqueness of the third-party assessment system of social organizations in China. Therefore,based on the characteristics of the current third-party assessment of social organizations in China,this study analyzes the structure of the third-party assessment system of social organizations,points out the assessment conditions and existing problems,and proposes policies on how to further optimize the assessment system.
