摘要
随着经济和社会的不断发展,人才已经成为未来各地区产业升级和供给侧改革的关键资源,人才的培育与流动也势必成为影响各地人口结构的重要因素,进而影响甚至决定各地的人才政策。自2017年以来,各地纷纷出台相应的人才引进政策,充分显示了目前人才竞争形势的激烈程度,甚至引发了各城市之间的“抢人大战”。通过分析各地纷纷出台人才引进政策的原因和必然性,指出短期人才引进政策容易出现的误区和问题,认为只有通过提升城市自身要素,才能真正做到吸引和留住人才,对引导和规范各城市及地区人才政策的制定具有重要的参考意义。
With the continuous development of economy and society,talent has become a key resource for industrial upgrading and supply-side reform in various regions in the future.The cultivation and flow of talent is becoming an important factor affecting the population structure in various regions,and thus affecting and even determining the talent policy in various regions.Since 2017,various regions have introduced corresponding policies on the introduction of talents,which fully shows the intensity of the current talent competition situation and even triggered the“war for talent”among cities.In this article,through analyzing the reasons and necessity of the policy of talent introduction,we point out the potential errors and problems in short-term talent introduction policies,discuss the necessity of increasing city elements to really attract and retain talent.This study can provide important guidance and potentially a standard for the talent policy determination of various cities and regions.
