论大学学术创业政策鲁棒性:理论演化与影响因素

On the robustness of the university academic entrepreneurship policy:theoretical evolution and impact factors

鲁棒性是确保大学学术创业政策有效性的重要标志。近年来,国外学者从知识溢出创业理论、公共选择理论和政策鲁棒性理论,阐释了大学学术创业政策干预的必要性、有效性及有效性保证,并通过大量实证研究分析了影响大学学术创业政策鲁棒性的使能性、制约性、权衡性、环境性等逻辑因素。基于此,本文分析设计了学术创业政策鲁棒性影响关系结构图,并针对我国学术创业实际,提出学术创业政策的制定要注重激活创业活动、协调利益冲突,并增强学术创业政策的适应性和引导性;建立并完善学术分类评价体系,发挥政治制度和人力资源优势解决创新创业问题。

Robustness is one of the significant symbols of the assured effectiveness of university academic entrepreneurship policy.In recent years,foreign scholars have explained the necessity,effectiveness and its guarantee of the intervention of the university academic entrepreneurship policy from knowledge spillover entrepreneurship theory,public choice theory and policy robustness theory and analyzed logical factors such as enabling,conditionality,tradeoff and context that influence the robustness of the university academic entrepreneurship policy.Thus,the paper has designed the structure diagram of the relationships in the robustness of academic entrepreneurship policy,and put forward some suggestions for the actual academic entrepreneurship in China:The formulation of the academic entrepreneurship policy should focus on activating entrepreneurial activities,and coordinating conflicts of interests,enhance the adaptability and guidance of the policy,establish and improve systems of academic classification and evaluation,and give full play to the advantages of political system and human resources to solve the problems of innovation and entrepreneurship.
