Ideal And Reality:A Study Of Thailand’s Initiative On Asian Regionalism

冷战结束后,随着国际和地区形势的转变以及泰国经济的蓬勃发展,泰国改变了冷战时期的外交政策,大力倡导地区和次区域经济合作,先后经历了次区域主义时期、他信政府时期和2007年至今三个时期发展,在亚洲倡导和建立了多个地区和次区域合作机制,有效地促进了亚洲地区主义和东盟的发展。泰国希望借助亚洲地区主义合作机制主导区域经济合作,重塑地区秩序,排除域外国家插手区域事务,最终达到维护其在东南亚次区域“领导”地位的目的。然而“现实”却是限于国家实力、国内政治不稳定以及与邻国间非传统安全问题等因素制约,严重弱化了地区和次区域经济合作机制的价值和意义,造成泰国所倡导的亚洲地区主义的作用与影响力逐渐式微,未能到达预期效果。

Cold War lead to the transition of international and regional pattern,as well as Thailand’s economic trajectory.To advance economic prosperity after the post cold war era,Thailand has altered its foreign policy for advocating regional and sub—regional economic cooperation.This shift has gone through regionalism phase(1990—2000),Thaksin administration(2001—2006),and the phase since 2007,during which,Thailand has initiated a variety of regional and sub—regional cooperation mechanism to advance the asian regionalism and the progress of ASEAN.Its"ideal"is to dominate regional economic cooperation with the help of the Asian regionalism cooperation mechanism,reshape regional order,exclude countries outside the region from interfering in regional affairs,and finally achieve the purpose of maintaining its"leading"position in Southeast Asia sub-region.However,the"reality"is restricted by national strength,domestic political factors and non-traditional security issues with neighboring countries,which seriously weakens the value and significance of regional and sub-regional economic cooperation mechanism,resulting in the gradual decline of the role and influence of Asian regionalism advocated by Thailand,which fails to achieve the desired effect.
