“圈子”腐败是一种特殊的腐败现象,“圈子”腐败是指一些腐败分子以利益共谋和利益交换的方式结成所谓的“利益共同体”或者“利益圈子”,以谋取私利最大化为目标,表现为一种“利益关系”的腐败现象。“圈子”腐败具有内部结构封闭性、形成目的逐利性、人身关系依附性、构造形式多样化等特点。治理“圈子”腐败,要营造廉洁的政治文化、扎牢坚实的权力笼子、构建有力的监督机制,制定配套的反腐制度,形成综合的治理机制。

Circle corruption is a special corruption phenomenon,which refers to the so-called community of interests or circle of interests formed by some corrupt elements in the form of benefit collusion and benefit exchange,aiming at maximizing their private interests.It is shown as a kind of interest relationcorruption.The corruption of circle is characterized by its closed internal structure,profit-seeking purpose,dependence on personal relationship and diversification of structural forms.To Control circle corruption,it is necessary to build a clean political culture,a firm power cage,a powerful supervision mechanism,a supporting anti-corruption system and a comprehensive governance mechanism.
