基于社会组织整合视角的群体性事件治理研究

Research on Governance of Group Incidents from the Perspective of Social Organization Integration

为了保障公民有序参与利益表达,实现群体性事件的有效治理,阐述了社会组织在群体性事件各阶段的功能性优势,系统分析了群体性事件中社会组织整合功能缺位的原因,并提出了社会组织治理的调整、单一中心向多中心演化的网络化结构、加强社会组织的自组织能力、提高社会组织的公信力等推进社会组织整合功能的路径。

In order to ensure the orderly participation of citizens in the expression of their interests and to achieve effective governance of group incidents,this paper expounds the functional advantages of social organizations at various stages in the group incidents.It makes a systematic analysis of the reasons for the absence of an integrated function of social organizations in mass incidents.It also puts forward some ways to promote the integration function of social organization,such as the adjustment of social organization governance,the network structure from single center to multi-center and the enhancement of social organization’s self-organization capability and credibility.
