新型冠状病毒肺炎疫情防控背景下医疗机构医用外科口罩的储用管理

Storage and Usage Management of Surgical Masks in Medical Institutions under the Background of COVID-19 Epidemic Prevention and Control

目的以福建省某三甲综合性医院为例,探究新型冠状病毒肺炎疫情防控背景下医疗机构医用外科口罩的储用管理情况。方法采用文献法、质性访谈法、数据分析法,分析医用外科口罩储用紧张的原因,提出有关解决对策。结果医院与社会需求量激增、价格上涨、供货(厂)商供应不足及应急医学装备调配机制有待健全等原因导致了医用外科口罩储用紧张,为此,政府采取的保障性措施、医院储用量精细化测算、社会捐赠管理的加强、信息共享平台的建设、应急储用桌面推演以及“点配”与“模块化”储用等对策,有效优化了医用外科口罩的储用管理。结论加强对包括医用外科口罩在内的应急医学装备的储用管理,对提升应急响应能力、确保社会经济发展具有重要的意义。

Objective The storage and usage management of surgical masks in medical institutions under the background of COVID-19 prevention and control has been explored.Methods The reasons for the shortage of storage and usage of surgical masks were analyzed through the literature method,the qualitative interview method,and the data analysis method.Corresponding solutions were proposed as well.Results The surge in demand from hospitals and society,rising prices,inadequate supply from suppliers(factories),and the need to improve the emergency medical equipment deployment mechanism were deemed to cause the shortage of storage and usage of surgical masks.Therefore,quite a few strategies were put forward to optimizing the management process,like the supportive measures taken by the government,the meticulous calculation,the reinforcement of the management of social donation,the construction of information sharing platforms,the desktop deduction,and the using models of"matching"and"modularization",etc.Conclusion Strengthening the storage and usage management of emergency medical equipment,surgical masks included,turned out to be of great significance for improving emergency response capabilities and promoting economic development.
