The modernization of community governance is an integral part of urban governance.The difficulties faced by the present urban community governance include:the limitation of leadership of basic-level party organization,the underdevelopment of governance pattern,the lack of innovation,and the low level of the refined service.There are several restrictive factors such as the weak governance consciousness,mechanism restriction and insufficient institutional supply.Only by grasping the logic from the practice of urban community governance,firmly adhering to the leadership of basic-level party organizations as the premise,and continuously improving the community governance system and capacity,can achieve the effective urban community governance modernization.
