城乡社区老年教育体制机制创新的问题与对策

Problems and Countermeasures on Innovation of System and Mechanism of Senior Education in Urban and Rural Communities

《中国教育现代化2035》提出,要加快发展城乡社区老年教育。老年教育是我国教育现代化的重要组成部分,是终身教育的最后一公里,在助力国家老龄事业发展、加快学习型社会建设以及完善国家社会治理体系与提升治理能力上具有重要地位与作用。加快发展城乡社区老年教育,让老年教育从过去相对封闭的单一系统扩散到广袤的城乡基层社区,创新老年教育的体制机制,明确发展城乡社区教育的途径,由过去完全依靠政府举办到社会多元共治多方参与,鼓励和吸引更多社会力量参与老年教育,扩大老年教育的社会资源供给,丰富教育内容与形式。

China’s Education Modernization in 2035 has put forward a proposal of accelerating the development of senior education in urban and rural communities.Senior Education is an important component of education modernization as well as the last kilometer of lifelong education,which plays a significant role in assisting the country’s programs for the elderly,stepping up the construction of a learning society,and polishing social governance system and capacity.The article proposes that the development of elderly education in urban and rural communities should be accelerated,so that elderly education should spread from a relatively closed single system to the vast urban and rural grassroots communities,innovate the system and mechanism of elderly education,and clarify the way to develop urban and rural community education,transforming from single government involvement to multi-participation,encouraging and attracting more social forces,enlarging its social resources supply and enriching its educational contents and forms.
