The Thought on Market Transformation of the Local Government Financing Platform

地方政府融资平台曾有效加快了城市化进程,但因地方债务膨胀,“市场化转型”成为改革方向。本文分析了地方政府融资平台存在的问题,提出了其市场化转型的政策建议。

The Local Government Financing Platform,also called the City Invest Incorporation,had met the infrastructure construction demand of our country,however as the local debt inflation,market transformation has now become its goal.The City Invest Incorporation has six typical problems as thick administration tone,weak self-profiting function,huge funding gap,lack of cost compensation system for public-service projects,funds outstanding by the government and slowed cash flow after the tightened supervision.The author thinks that the City Invest Incorporation market transformation needs to be the breakthrough point for solving the debt problem of the incorporation which can be solved dynamically and in balance in the development.During the transformation,the relationship of the local government and the City Invest Incorporation should turn from the superior and subordinate to the ownership and business.The local government should further arrange its resource and give the City Invest Incorporation assets,shares,projects,income,policies and systems to strongly support its development.The City Invest Incorporation should propel the construction of business sector and the building management ability and the cultivation of sustainable development ability,and achieve the dynamic balance of the debt by making use of various financing tools and avoiding the risks.
