云南省2015-2018年卫生资源现状分析

Analysis on health resources status from 2015 to 2018 in Yunnan province

[目的]分析云南省2015-2018年的卫生资源现状,为进一步优化卫生资源配置,提高医疗服务效率提供数据支持和科学依据。[方法]通过收集2015-2018年《云南省卫生统计资料》的机构数、床位数及人员数,并进行描述性分析,同时和全国平均水平以及相关规划要求进行对比分析。[结果]全省医疗卫生机构数从2015年的24187个增加到2018年的24958个,卫生人员从2015年的304599人增加到2018年的390202人(其中,卫生技术人员从228040人增加到301966人),床位数从2015年的23.76万张增加到2018年的29.12万张。到2018年,每千人口医疗卫生机构床位数、执业(助理)医师数、注册护士数、专业公共卫生人员数及每万人口全科医生数分别由2015年的5.01张、1.68人、1.97人、0.54人及0.90人增加到2018年的6.03张、2.06人、2.83人、0.59人及1.32人。[结论]云南省各类医疗卫生资源总量明显增加,床位数增长较快,已超过国家及云南省规划指导配置标准,但卫生技术人员总量及平均指标仍相对不足,与规划水平存在差距。建议继续加大卫生人力资源投入,加强卫生人才队伍建设,创新人才管理制度和机制;优化医疗卫生机构床位资源配置。

Objective To analyze current situation of health resources in Yunnan Province from 2015 to 2018 so as to provide data support and scientific basis for further optimizing the allocation of health resources and improving the efficiency of medical services.Methods The number of institutions,beds and personnel data were collected from“Yunnan Health Statistics Data”from 2015 to 2018 and conducted descriptive analysis.It compared with the national average and the relevant planning and documentation requirements.Results From 2015 to 2018,the number of medical and health institutions in the province increased from 24187 to 24958,health workers increased from 3046 to 390200(health technicians increased from 228000 to 302000),beds increased from 237600 to 2912000.By 2018,the number of beds,practice(assistant)doctors,registered nurses,public health personnel per 1000 population and general practitioners per 10000 population increased from 5.01 beds,1.68,1.97,0.54 and 0.90 in 2015 to 6.03 beds,2.06人,2.83人,0.59and 1.32 in 2018 respectively.Conclusions The total amount of medical and health resources in Yunnan Province increase significantly.The number of beds has increased rapidly,which has exceeded the national and Yunnan Provincial planning and allocation standards.However,the total number and average indicators of health technicians are still relatively insufficient,and there is a gap with the planning level.It is suggested that continue to increase the investment in health human resources,strengthen the construction of health talents team,innovate the management system and mechanism of talents.Optimize the allocation of bed resources in medical and health institutions.
