“一带一路”视域下中日韩投资合作机制的完善——从规则多边主义切入

Mechanism Improvement in Investment Cooperation among China,Japan and South Korea in the Context of the Belt and Road Initiatives:Based on Multilateral Rules

现有中日韩投资合作机制需要完善。中日韩自由贸易区机制谈判语境下如何协调中国、日本和韩国各自利益期待以促成兼顾三国投资权利义务的进路陷入困局。为突破中日韩投资合作机制完善的困局,可借由规则多边主义和"一带一路"倡议下东北亚区域投资合作的视角,将三国投资合作机制完善的议题谈判嵌入大图们倡议(GTI)框架下的投资合作谈判议程,坚持"开放包容、市场主导、平等互利、合作共赢"的原则,彰显"一带一路"倡议和规则多边主义的规模优势;构筑并强化"大图们倡议秘书处+亚投行"的联结互动,落实投融资项目池和资金池;保障和促进政府参与大图们倡议下投资合作谈判机制,发挥政府的积极能动性。

Imperfect investment cooperation mechanism is the main legal reason leading to unbalanced investment situations among China,Japan and South Korea.Having negotiations for improvement among such three countries under the framework of China-Japan-South Korea free trade area will not balance(one is China,the other is Japan and South Korea)interests of the three parties or reach a compromise.However,China-Japan-South Korea area can be embedded in geographical region of Northeast Asia against the background of multilateral investment rules and the Belt and Road Initiatives,which seems to be more likely to balance interests and reaching compromises.What’s more,following certain principles,finding appropriate platform(Asian Infrastructure Investment Bank)for funding and financing as well as enlarging government involvement in the Greater Tumen Initiative(GTI)can be seen as a strategy for breaking the dilemma in mechanism improvement in investment cooperation among China,Japan and South Korea.
