民族互嵌型社区治理评估的实践反思

Practical Reflections on Governance Evaluation of Ethnic Inter-Embedded Community

民族互嵌型社区目前没有相对独立的治理评估模式,如何使治理评估理念和评估内容契合民族互嵌型社区治理的政策语境与功能定位,是治理评估能否对互嵌式社会结构和互嵌式社区治理模式发挥作用的关键。通过对某民族互嵌型社区治理评估实践的调查发现:当前对民族互嵌型社区的治理评估重共性轻个性、重控制轻引导,且从评估内容上并不利于互嵌式社区结构的建构。因此,对民族互嵌型社区治理评估的再设计应体现民族政策的导向,体现特定的民族团结、社区认同及社会互动导向,体现多民族治理主体的利益,体现民族互嵌型社区治理评估对社会结构和社区环境在微观层面的价值引导与行为引导。

Currently,there is no relatively independent governance evaluation model for ethnic inter-embedded communities.How to make governance evaluation concepts and evaluation content fit the policy context and functional positioning of ethnic inter-embedded communities’governance determines whether governance evaluation can have effects on the structure of the inter-embedded society and the governance model of the inter-embedded community.Through the investigation of the governance evaluation practice of a certain ethnic inter-embedded community,it is found that the current governance evaluation of ethnic inter-embedded community emphasizes commonality over individuality and control over guidance,and is not conducive to the construction of inter-embedded community structure in terms of evaluation content.Therefore,the redesign of the evaluation of ethnically inter-embedded community governance should reflect the orientation of ethnic policies,reflect specific ethnic unity,community identity and social interaction orientation,reflect the interests of multi-ethnic governance subjects,and reflect the value guidance and behavior guidance of the evaluation of ethnically inter-embedded community governance on social structure and community environment at the micro level.
